6.  neighborhood RETURN & reconstruction

The Neighborhood Return & Reconstruction Framework was prepared by the Government of Haiti (GOH) in 2011.

 

"The return and reconstruction process laid out in this framework will improve building standards, reduce risk in housing sites and neighborhoods, improve land-use and community services, provide economic opportunities in construction and related fields; and offer new financing options to qualified families. The objective of the Neighborhood Return and Housing Reconstruction effort is to provide a range of shelter and housing solutions that meet the needs of the families affected by the earthquake and help restore the basis of peoples’ social and economic lives. Reconstruction assistance will provide options tailored to the needs of various groups: owners and renters, the displaced and non-displaced, and urban and rural. The poorest (often renters), house owners and renters in the popular sector, and the middle class all require appropriate solutions"
