9.  VISION FOR SHELTER & HOUSING BY IAN DAVIS

Ian Davis is a professor in Disaster Risk Management for Sustainable Development at Lund University in Sweden.  He surveyed the reconstruction progress in October of 2011 and prepared this insightful 50 page report.

"This independent set of observations about disaster recovery is confined to shelter and housing reconstruction. The report is based on visits made by the author to a spectrum of camp sites and affected neighborhoods and is informed from the writings and comments made by a diverse range of national and international informants.

"Part 1 of the report identifies some of the key ‘strengths’ and ‘weaknesses’ that relate to both the survivors as well as from the assisting groups."

"Part 2 is focused on the development of a Vision for Reconstruction in Haiti and is prescriptive in offering some advice by highlighting a series of questions for officials as well as defining an agenda and strategy. "
